How pale are your pup's gums? If they are almost white then that signifies enemia, which is lack of red cells.

Or, is your dog older? Please clarify, pup or adult dog? Either way, this condition is not good.

Tick is right, pale gums can indicate some pretty serious things. Though they sound pretty mundane, things like fleas and intestinal parasites can present very serious anemic conditions for dogs. A heavy flea infestation can literally suck your pup dry. Hookworms can cause a life-threatening anemia.
Not to mention illnesses, such as parvo, where a pup is losing blood in the stool.
Your pups needs to be seen by a vet.
Puppies don't have much reserve and can go downhill pretty fast. Please get her in to be checked.

A specific answer is not a possibility on the internet.
A puppy with pale gums should be seen by a vet, too many things that could be going on.
