I'm working on H1-B visa (since last year) and I paid for my brother's tuition last year (for Master's degree). I realized I cannot claim him as my dependent. But can I claim tax benefits for the tuition I paid for his graduate school?

No, you cannot.

Everyone on F-1 is nonresident for 5 years. A dependent must be resident of U.S. for some part of the year.
