Can my mom file for backed up child support in Arizona my brother is 17 almost 18

Can my mom file for child supporting Arizona for my brother he turns 18 this August but the father has never help out until now he is living with him but not really helping him and my brother plans to move back with my mom and she really needs the help he is not finished with high scholl yet

Did she EVER file for support. Some states permit a retroactive award, most don't.
