Is it a law that when a resident flys out from Ghana must have 3000 dollars to leve the coutry in case something happens to them?

This is not true, Ghana is the most famous place in the world for "dating" scam and get rich scams. Someone messages you with all sorts of stories but basically they want to come be with you. But they want 1000 dollars for a passport and 10,000 for travel allowance.

You must be poor since they only asked you for 3000.

There is no requirement, it is all a scam. Passport and visa is only 300 dollars all together.
