Low water pressure and toilet won't fill.
I woke up this morning to a problem and I'm hoping to be able to fix it myself. Any help is greatly appreciated.

The toilet on the main floor of my house will not refill. I double checked that the water to the toilet is turned on.

We have also discovered that the water pressure through the whole house is low. I checked outside and in the basement for any type of leaking water, but I could not find any. The temperature outside is only about 20 degrees and I live in Baltimore so there's a lot of ice outside. So I would understand if there was a frozen line somewhere, but just to one toilet?

The toilet that is in the basement fills and flushes just fine, except it needs a new kit in the tank since it hasn't been used in years.

If there's a water main break in my neighborhood somewhere could that affect the water pressure to where it would affect just that one toilet? Or is it possible that it's just the flush valve is malfuntioning?

    Any suggestions or ideas?

    Thanks in advance.

    **Edit**

I just unhooked the water supply from the toilet and turned the water back on. It flows out of there just fine (water pressure still a little low). So I'm assuming my problem is the flush valve? I'll try replacing that as soon as a store opens (it's 7:30am) and just go from there.

What type of ballcock do you have? Float ball on a rod or a can on a wire?

I actually just got done fixing it. It was the fill valve after all. Next time I'll have to do some troubleshooting before freaking out. ;) thanks!
