My speedometer doesn't work there is no sign of it registering,why? Can you please help?

I have a dodge neon 2004 2.0 but I have a problem, the speedometer stopped working, I checked connections, the vss, what else could be causing this inconvenience I face? How do you check the vss for proper function? If you could please bless me with some advise it would be highly appreciated, thank you for y our time.

. Check all under dash and under hood fuses with a test light or multimeter.

. Check/replace the Variable Speed Sensor (VSS).

. Check/replace the Instrument Panel Cluster (IPC).
