Her parents won't let her get one!

If her parents won't let her, then she has no choice. She's a child. For this sort of piercing she either has to be an adult, or have her parents permission.

In the USA... anyone that gave that to a kid that young with or without a parents permission can be sent to jail. Including the parents.

Here, if the kid has parental permission (and the parents have to be present for the piercing), it's okay.

Having said that, I think that parents that agree to giving this sort of piercing to a 12 year old child, should be investigated by CPS. But that's just my opinion.
