    Who is responsible for charges primary and authorized user?
    Store Credit card, added relative as an authorized user on account. Not a cosigner. Is my relative liable for the debt?

    No, not if that person is an authorized user, authorized by you, and not a co-signer.

    The person responsible for the bill is the person(s) who signed the contract with the credit company. Usually it's the name that appears on the bill. Authorize persons are able to charge because you authorized them to, but they claim no legal responsibility with the card issuer. It may be possible to pursue a small claims court verdict but as far as I know that's the only way. Unless they signed a document between the two of you that made them liable for their charges.

    It's ALWAYS the name that appears on the bill. My credit card in my name would not be billed in your name.

    The only Small Claims Court claim that is feasible is between the two parties - the primary and the authorized - users.
