When I forgot my password and security question

Well that would do the job for sure..

You forgot the password and you don't remember the answer to the security question... consider it blocked. More like abandoned. In six months or so someone else can claim that user ID... and anything you had in it would have been long since purged.

You don't own that ID... Google actually does... they only let you use it for a while.
