Need some advice about my current situation on H1 / L1.

Currently I am holding a L1 visa valid till Dec 2013, working for Capgemini Consulting from last 4 years.
In 2008, I had a H1B visa which I had not used and it expired in Sept 2011.

I would like to transfer to H1B asap. I gather that I am exempt from the normal H1B quota since I already have a approved H1B earlier. Can any company file a H1B Premium / Normal petition and if approved, can I start with the company? Or do I have to get into the H1 ( 65000) quota once again.
Any advice on this very much appreciated.
