When I turn the ac unit on I here the outside unit come on but the air handler motor just humms like it does not have enough power to turn the motor but I took the pannel off and just a slight spin and the motor comes on and runs fine.. but if it stops it does the same thing again

Check the capacitor, it should be flat at the ends, if it looks swollen the capacitor its bad

Does the fan turn freely when you move it by hand or is there noticeable resistance?

I'd check the rated voltage for the motor to see if it's 120 VAC or 220 VAC and use a multimeter to see what voltage is actually being applied to the motor.

If you give the fan a good push, will it take off and keep running, or does it keep coming to a stop?
