Bruning of plastics and rubber and other items
The worrisome neighbor now has started burning the trash from the gully within 50 feet of my wood barn with hay and horses inside. The smoke settles in the area due to I am right on the river in a hollow so the smell of the plastic, rubber and other items is horrific. My cats eyes bled, the oldest horse took dihrrea and the dogs sneezed and coughed till I gave them all antibiodics via the vet. I took a headache from the smell right away as it was really strong at the barn. What can I do about this turkey. No one of any authority wants to do anything with him it appears.

It sounds like you live in a rural area. You need to talk to the county's environmental protection agency (or similar). Many areas have laws about burning garbage.

If the burning is illegal and you can prove the smoke has caused health issues (which won't be easy) you can file suit for damages.

Or even the fire department, since they control or should most burning. Even the EPA has some authority for such things. But I would guess? That once it is burnt out, it is gone. So he burns, it is gone and does not happen again?

Then he comes back and burns more... there is a lot of plastic rubber and old junk--radios been there for years and washes down into my land at the floodways of the gulley and natural drain for the water flow
