Are you asking about obtaining a tax id # to get earned income credit for your child's daycare expenses?

If so, the facility in which you use to provide child care should give you that information. If you have an individual watching your child, then you would need to obtain their social security number to be used as their tax id #.

This is what I gathered from your question, I apologize if I misunderstood.

I believe he means how to apply for an ITIN.

Fill out Form W-7, attached a notarized photocopy of the child's passport, and submit it with the tax return to the address in W-7 instructions.
