It really depends on the reasons you're filing. In any case, it's not the state, but the individual court that granted the judgment that sets the rules. You can probably buy a copy of the court rules from your local college bookstore.
If you call them up, they're not going to tell you. It's not the courts job to inform you what the rules are. Their only job is to decide if you obeyed them.

PS> Given the above, it seems like there's an easier way (instead of reading the rules) to find out if it's too late. File the motion. They'll tell you if you're too late.
