I have a pipe on the outside of my home used for watering the grass. During the winter when we have a warmer than usual day, the water flows (heavily) from the pipe even when it is turned off. What is causing this and do I need a plumber?

During the winter what is your normal overnight temp? Does it freeze hard? Is the water flowing from the spigot or from a joint or connection?
Tell us more. What feeds this pipe> Pump? City waster from the house? How long is this pipe? Do you have overnight freezes and warmer days? This flow. Is it under pressure? Let's have more details. Regards, TomQuote:

Hi. The temp overnight has been around 20-25. During the day, it is around 35-38. The water is flowing from the spigot if this is the device to turn the water on/off. This is the pipe to which I connect the water hose to in the summer.
The pipebisbshort and connects to the water main and meter. The pressure is strong even in the off position.

Your spigot/shut off valve is defective and needs to be replaced or rebuilt. You would need to close the main valve back near your incoming water meter
