The warrants are for unpaid fines... also I never had a Ohio license so I don't have a suspended license if N.C reinstates me.Do you think I could get limited privlages for work if I get lawyer

Sorry no, you can not reinstate until you take care of the warrants ( surprised they did not take you into custody when you tried to renew) But you will need to turn yourself in, put up the bail, take care of the fines. Then you can get your license back.

And I doubt you can appear in court to get a special permit for diving, because you have warrants and they would have obligation to arrest you.
