Call child protective services. What she is doing is illegal and the second had ssmoke can harm the child.
Call the police and get her arrested.
Or call Child Protective Services.

Don't care if it's pot or cigarettes, smoking heavily around a child is disgusting and poor parenting.
I would agree IF the Grandmother is not positive, cannot prove what she says. IF the child is in danger I think the Grandmother has a "duty" to report the behavior. Sometimes turning away is not the best thing to do when it comes to the welfare of a child.
And very often as a Grandparents it's difficult to simply sit and watch bad behavior -

I couldn't disagree more... You appear to view your "duty" with blinders on.
There ARE other options here, besides RUINING the daughter's LIFE, and in the process, RUINING the granddaughters LIFE. Plus, (I say again) it'll probably result in the OP NEVER seeing her grandchild again.

Hope this doesn't get pulled as a discussion. What would you do - and I'm asking sincerely. I see this as a danger to the child, blinders or no blinders.
I don't see a problem with the mother smoking. I see the problem as smoking in the presence of the child - just so we're on the same page there (if we are).

We are, kind of. I don't share the histrionics surrounding second had pot smoke. That said, I DO share the grandmothers concern and her RIGHT to attempt to rectify the situation... I just don't share in the SOLUTION that's been presented...
In this situation, NOTHING will be accomplished if everybody negotiates BASED on their beliefs. Something COULD be achieved, however, if people concentrated on what WORKS, and FORGOT their beliefs.
Even though the daughter might share MY beliefs, she'll surly see the wisdom of smoking in another part of the house, if she recognized the consequences of NOT doing so.. Hopefully, the grandmother sees too, the wisdom of NOT turning her daughter over to the cops..
That's how things are done in MY family..

Point well taken. Until OP comes back there's no way to know if this can be or has been addressed with the daughter.
So - I'll go back to eating my doughnuts with the other members of the task force.
