The existing room where the panel is functions as a playroom we would like to convert it to a bedroom but cannot find any regulations governing this

The NEC states a panelboard can't be located in a closet or a bathroom, says nothing about bedrooms.
But check your local building codes.

Thanks I'm in canada in ontario and the only regulations I found are as you stated and have to have 3 foot access in front of panel
