You go to Court and get an Order for support.

Is he the proven father by DNA? Are you married? He will NOT be ordered to support a child you cannot prove is his.

Service of process may be an issue. You will be able to do it, but how you do it will be tricky as he is in a foreign country.

And, assuming you get a child support order, enforcing it may be problematic as well.

Finally, if he is in the U.S. military, you should be aware of the Servicemembers Civil Relief Act.
