What kind of white liquid? Foamy white liquid? Stringy? Spagetti- like? Chalky-like? Does it stink?

Its never good when a dog continues to throw up. To avoid dehydration, go to the vet. I wouldn't suggest any fluid replacement just in case there is an obstruction in the stomache/intestine.

Call your vet.. It'll be your best bet

If the dog is continuing to throw up, there is no point in giving food.. In fact.. because the dog is so sick, it'd be wrong to feed or water it (if it'll even eat) just in case there is something going on... The OP needs to go to the vet

You should never feed a dog who is continuously throwing up, in fact the rule of thumb is to wait 12 hours, and it's VERY important to give a sick dog water as dehydration can be just as deadly. SO yes offer room temperature water. You can try a bland diet, but it is important to not force feed and only offer small amounts through out the day.
