There is no dating issue as long as your (the 14 year old's) parents have given their permission.

Depending on where you live, there are issues if you have sex, or if he touches you, even through clothing in a sexual manner. In some US states and other nations, he may, depending on age-of-consent laws, be guilty of sexual misconduct or even rape.

Do date, yes, with parents' permission, but sex most likely, no--he would be breaking the law.

Second, this age is just a number business is simply a rationale that people use to justify a relationship that is frowned on. The fact is that age DOES matter. At different ages people have different needs, different maturity levels, different phases of life. When one is young, these differences can be huge with just a few years difference in age. As one grows older, the differences matter less and less.
