    1998 Accord 4 cylinder. Will not crank
    I can here the fuel pump running I've recently replaced the battery terminal cables and cleaned the post. I was thinking maybe the starter and solenoid but the solenoid is clicking which I believe means that's not the issue. If anyone out there has any ideas... PLEASE HELP!

    Remove and fully charge (or replace) the battery. Most auto parts stores will do this for free.

    OK I can do that. If I try jumping the battery will that help as well or will I have to remove the battery and get it charged?

    Remove the battery and get it charged. You don't want to jump a modern-day car. There's too much risk in a voltage spike or incorrect hook-up that could fry your ECM, alternator, and sensors.
