Was there a change in his situation since the order of support? If so, he should contact the court for a review of his situation and request a change in his support. In conjunction, he might need to take another look at what his other expenses are.

Unless he has back child support also being paid, normally his support will be about 25 percent of his pay, but each state has its own system to set the amount.

If he is paying too much, he needs to have it reviewed. Has his earnings changed since it was set, did he give court proof of earnings when it was set at first?
