On my way home from work, I saw a puppy on the side of the road with all his legs scraped and burnt. It looks like he was dragged by a car or something. I know one leg is broken, and the stomach is all scraped, the bottom of his paw is totally scraped off as well. I tried calling the vet but it was closed. So I took him home and cleaned him up. I tried feeding him but he just won't eat or drink. My husband wants to put a splint on the broken leg... should he do it without the vet?

No, if the leg is broken it must be set. The splint or cast would hold it in place after setting, not instead of setting.
