Neglecting air resistance, there is no force that acts on the arrow in the horiziontal direction. From F=ma, if F = 0 in the horizontal direction then there is no acceleration (or deceleration) of the arrow in the horizontal direction. Hence it moves at constant velocity in the horizontal direction.
