Why is there a blue flash before oxyhydrogen balloon explodes?

After the man in the video lights the flame & before he presents the flame to the gas filled Balloon a blue flash is detected and then the flame contacts the balloon and the balloon explodes with an orangey/yellow ball of flame leaving no scorch or burn marks on the material of the balloon, there also appears to be electrical discharge but can I assume that this would be caused by the sudden contraction of the electro static sensitive skin of the balloon?
