Well my girlfriend is 16 and I'm almost 14 and she won't let me do anything yet she made me stop when we got really close and we only dated for 2 days and I don't know dose she not like me that much because I'm 2 years younger than her or what(imma girl)

Some people have their comfort zones of when they are ready to do stuff. She might not be ready to do anything major. Take it slow and give her time.
