Should your question be moved to Electrical or Engineering?

Or, are you asking so so you can teach the topic?

So, someone thought that asking questions to be able to help with the exact issue is not helpful?

    That is so sad.

In education or religion, for instance, it would mean that someone has a good foundation of knowledge in general or in a certain area and probably will excel.

"That student is well grounded in science and will get good marks in advance classes."

"The new minister is grounded in a variety of religious beliefs as well as cultural attitudes, so he should be a good leader of our very diverse congregation."

Being grounded can also refer to a situation in electricity or engineering, as tkrussell as mentioned.
