What does him not being a virgin have to do with anything? There are no laws that cover dating. Any laws deal with sexual activity and we would need to know where you are (generally) to know whether it would be illegal to have sex with him.

However, since you only say you like him and do not say what your relationship is, its probably to early to be thinking about sex.

The other issue is your parents approval. Until you are 18 you are under their control. If they refuse to let you have a relationship with him, then he could be in legal trouble for defying them.

And no him being from anywhere does not justify having sex at 13, so he is from another country and did not learn to control his sexual urges.
