    There are two main divisions of panelboards.

    One is called a "Main Lug Only" panelboard. This type of panelboard does not have a main circuit breaker. If you look at the inside of the panelboard, you will most likely find the Three conductors from the Utility mounted directly to the panelboard.

    If the power off on the inside, usually the top six positions control the entire panelboard.

    Depending on the age of the panelboard, you may even have a split bus panelboard.

    The other main panelboard is called a "Main Breaker" panelboard.

    It would make our life a lot easier if you would take a picture of the panel box and attach it to this thread.

    Don, there is a third type, a split-buss panel. This is a panel with up to SIX main breakers.

    I have a hunch this is what the OP has.

    Yes, a picture would make it much easier.
