Can a body have zero acceleration non zero velocity

Yes. Without acceleration you cannot change velocity. The formula is

$a=\frac{dv}{dt},\ v(t)=v_0+\int_0^t a(t)dt$

where $v_0$ is initial velocity, $a$ the acceleration. So if you have no acceleration the velocity remains always equal to the initial velocity.
