    I have two hot water heaters hooked up together one is primary and one is secondary.
    The primary heater is leaking and needs to be replaced. Can I just hook up cold water to the secondary to use only the one unit.

    Sure can! Disconnect the faulty heater and reconnect the cold lines and you're back in business. Good luck, Tom

    That should work but we do not know why a second heater was ver put in. Do you have 40 gallon or smaller heaters, how many people live/use water in your home. Some thought it was a good idea at some time so lets try to figure out if removing one of the two will be a permanent fix.
