My daughter is going to be 4 years old in February. Her dad is paying child support but has not seen her, called to her or even tried to contact her in 9 months. I want to know if there is anyway I can get him to sign over his rights and I will be more than willing to stop receiving child support if he would sign over.

He cannot sign over his rights unless there is someone willing to adopt her. A lot of this depends on where you live, in GA for example, payment of child support can be seen as having contact, even if they do not see the child.
