The wipers won't go down all the way and sometimes won't even come on when turning the switch on. It is started doing this IN THE RAIN of course. What is up?

Your issue will need to be diagnosed hands-on by someone familiar with wiper control switches and wiper motors. There are six or seven different tests that will eliminate the guess work on this one.
Call around to shops in your area and tell them what's happening. They will tell you if they can handle your task.
