Sounds to me like maybe your flapper is leaking, or your fill valve isn't adjusted right. Take the tank lid off and see what the water level is. If it is up high enough to drain into the overflow tube, water will just run 24/7 and make a , well, running water sound, which I guess could sound kind of like a babbling brook. Please let me know what find.

It would appear to be that the stopper (not sure that is what it is called) in the bottom of the tank, does not seal 100% so water drips out constantly. When I push down on the stopper the noise quit. Thanks

Just replace the flush valve flapper but also check the rim for chips. I think Tom mistook babbling for bubbling. A bubbling drain is backing up. A babbling toilet is leaking via the flush valve. Tomato/tomatoe

Bob's correct and I deleted my post. When you install your flapper don't forget to take a pair of scissors and cut the ring off,(see image) Good luck, Tom
