She and her husband should find out what options they have in Canada for financial support, considering they have a baby on the way. If his family is willing to take them, fine. In NH, a minor (under 18) is emancipated if married, and is free to leave the home without going to court.

Regardless of disability or welfare, they shouldn't be giving her mom money directly. The mom can't 'force her on disability.' It's actually very difficult to get anyway, and even more so as a teen, and has to be recommended to Social Security by a doctor. What would her disability be?

Well as I stated her husband is a canadian citizen. She has a passport but if she's married to a citizen and her baby is born in canada she will not need a visa, at least not right away. His family is willing to help them out as his mother is already sending him support checks while he is living in New Hampshire. Basically they have moving to canada covered, I don't know why all of you seem to be fixated on their move to canada. If she is American, she doesn't need a VISA period. She can stay legally for 6 months at at time as a visitor, but get it extended. Being married isn't a free ticket into the country, and having a baby sure isn't either. Having a baby in Canada makes really no difference..
They still have to go through the sponsor application for her to become a permanent resident. It can take a long time to get approved, 2 or more years in some cases. It isn't easy and it isn't fun (I know... )And unfortunately if the applicant is under 18 years of age, she has to have her parents sign the form..

Also - how old is the husband? If he is under 18, he can't even sponsor her to Canada..
