I received a summary offense for disorderly conduct in PA about 12 years ago there was just a fine, will I need to answer yes to a crime and should I just explain the situation on a job application. I have since moved to another state?

What exactly is the question? Most ask have you ever been convicted of a felony, this was not, you would say no.
If they ask were you ever convicted of any crime ( other than traffic) then you answer yes and give the details.
