Do you have hot water at the sinks at the exact time the shower runs out of hot water? If you have hot water at the sinks when there is no hot water at the shower, I would suspect the shower valve cartridge. If no hot water at sinks, or shower, then yes, you may have a bad element in the water heater. The good news is the elements are fairly easy to replace, and don't cost a whole lot.
