Bathtub cold water stem keeps turning when shutting off
New stem and seals. Faucet keeps dripping. How do I get it to stop turning?

When you had the valve apart did you run your finger nail around the seat to check for nicks or rough spots? Back to you, Tom

It is a bit rough. Is there something that should keep the seat from turning recessed back in the pipe like a ball catch or something?

A rough or nicked seat will not only leak but will also tear up as new washer.

The seat should not be turning at all. It has threads and screws into the valve body. Replace the seat to stop the drip. Good luck, Tom
