Caught my landlord lurking outside and in one case he took my propane tank from the front porch. It freaked me out and I gave 30 days notice and moved out. I left the house spotless. Now, landlord will not return my security deposit. Is this legal?

If you had a signed lease you can't break it simply by giving 30 days notice. Did you have a lease? If so the LL could have held you financially responsible for the rent until he had a new tenant in the unit. I can't answer the legal question until you tell me about the lease. Lurking and removing a tank may be creepy, illegal, etc... but its not a lease breaker, sorry.
