    Hello m:

    People can't press charges at all on anybody. All they can do is call the cops and they'll press charges if they so choose.

    Actually, depends on what you mean by "press charges". If it means "to nag the cops about it in hopes that they get tired and charge the person with a crime", yes, you can do that.

    If they asked whether they could nag the cops, I would have said they could. But, that isn't what they asked.
