Why doesn't my puppie pee or poop when walk him?
Probably he doesn't know that's what he's supposed to do. Where does he "pee" and "poop" if not on walks?
I have a fenced acre. If I walk my dogs they "hold it" until they get home because they think that's what they're supposed to do.
Frustrating, but that's how it is.

Judy is bang on with her answer. But you can retrain your dog to do his business where ever you want. Take some kibble with you on your walk, when your dog stops to sniff around, offer praise and a small piece of kibble, continue to do this through out the walk. When he does do his business make sure you offer lots of praise and reward for doing his business where you want him to. Are you allowing enough time for him to stop and find the "right" spot?
My dogs will also wait to get home, they know they are supposed to do their business at the back of the fence near the woods, that's where they go as soon as we come in from a walk. When we walk the more secluded trails in the woods, they know they are supposed to go off the trails to do their business. It's all in YOUR reaction to where they are pooping and peeing.
Your dog has learned to become house trained, just not the way you want it. He has somehow gotten the message backwords, he can be retrained by following the advice above. I have trained my guys to poo behind the bushes, one got it and the other is clueless but I won't give up.
