I am a 21 year old South African. My Grandfather was born in Germany and grew up in Holland. He later moved to South Africa where he got married. My father was born in South Africa. Is there any way I could get an EU passport?

There is no such thing as an EU passport, although all of the member states issue them.
You might be able to claim ancestral rights in Germany, but that 's about it.
