Slightly painful and a little odd, but why do you feel it is inappropriate ?

I wouldn't even let my WIFE do that... ouch.

Why would you ask the question and then give a response like that?

Give us more details. Is this the only thing you see 'wrong'? Is there something about the child we should know? What has the child been through? Where is her mother? etc.
