My Carrier heatpump is working inside the home,but my outside unit will not run. What's wrong and how to find out and is there anyway to estimate the cost?

Make sure there is 230 V power at unit,, check all breakers,, it could be a low V problem also check for broken-cut wires
Try and see if the ac is working
