If requesting a transfer of probation, does the decision to move forward w. the xfr come from the sending or receiving state? i.e. if looking to xfr from NJ to NC, which state allows that to happen... NJ or NC?

Both, the sending state approves it, then send it to the receiving state, then they approve it, after that, they send the paper work back and the transfer is processed.

It would HELP your thinking if you looked at it from another perspective... NEITHER state "allows" it. If you meet the criteria, NEITHER state can DENY you. Fact is, YOU hold all the cards - not them.
