No, you can't just remove his name. Have your daughter contact the local Child Support Enforcement agency if she has a court order for child support from this guy. They will make him pay (eventually). But just moaning and groaning about it without doing anything about it is not the way to go. He has a legal obligation to support his child.

Whether he pays CS or has any contact with the child has absolutely nothing to do with it. A birth certificate iis the official record of who the bio-parents are, nothing more than that.
