I was wondering if there was a specific army base where one would be less likely to be deployed. If one got to choose where they were going which one would be the best choice for avoiding deployment?

First don't believe you will choose where you go, you will go where the need is for your MOS at the time of your graduate from AIT. ( or what it is called now)
Your job duties will be the biggest issue on deployment and where you may be sent.
I agree with Fr_Chuck, unfortunately you do not get to choose where you will get stationed. Deployment is and will always be apart of the Army, you'll just have to try and accept that once you join. However, I will add that if you decide to join and are fortunate after AIT to be assigned to SDDC, which is part of the Transportation Corps, you do not deploy to what is known as 'combat' areas. (ie Iraq, Afghanistan... ) You still may deploy but units under SDDC have a different mission and assist in humanity help type missions.
I apologize for the confusion or mishap on not being entirely clear, J_9 is completely right, the soldiers in Transportation Corps do get deployed quite frequently, especially to areas of combat or where the need is the greatest.
Although you will not have much say in which unit you are assigned to if by chance you choose Transportation and are assigned to a unit which operates under SDDC they for a fact do not get deployed to combat zones. With respect, the majority of the units in Transportation do not operate under SDDC and therefore 99.9% they deploy to combat zones, and rapidly.
