    Cannot download.. Anything.
Windows 7 64 bit using Firefox or IE with ESET Smart Security 4. All has worked fine.

Suddenly if I try to download a program, I get different looking box with prompt:

"You have chosen to open .. Name
Which is a: Binary File (no matter what type of thing I try to download)
Would you like to save this file?"

This started occurring after I tried to download an update for iobit advanced systemcare that apparently installed a toolbar. I have since deleted/uninstalled that program, run a complete virus scan which found the "download.mybrowserbar.com/vkits/div1/685749/iobitToolbar.msi" = deleted it. Rebooted.

Still the download function is very changed.

The only other change was installing a new wireless Logitech Trackball mouse.

Anyone hear of such a thing?
(sorry for the long question my first day here!)

Firstly, reset internet explorer and Firefox settings. This normally does the trick.

If not, Restart your computer. Press F8 during startup to access startup options.
Start your PC in "Safe Mode with networking". Check you browsers to see if they are working.

Assuming the downloading will work in safe mode, you must download and install:
"MalwareBytes - AntiMalware". This application will removal all spyware and maleware.

    Hope this helps...

Thanks so much for this answer.. I already use MalwareBytes and think it's great.
I will start in safemode to see what's what.
