    -1.5x <= -9/2, 2 ways to solve this problem, 1) Convert all values to decimal or 2) Convert all values to fraction.

    1) -1.5 == -3/2 by substitution -> -3/2x <= -9/2
    x <= -9/2 * - 2/3
    x <= 3

    2) -9/2 == -4.5 by substitution -> -1.5x <= -4.5
    x <= -4.5/-1.5
    x <= 3
